I lined mine up on the home button of the iPhone. The top hangs over about 1/16". I'm not sure it wasn't made for iPod Touch, and is being sold for both iPhone and Touch.
I have a Speck ToughSkin case for my iPhone, so the overhang of the screen protector insn't an issue for me.

The protector comes with protective film on both sides. Each side is labeled as to which you remove first. You peel the film from the sticky side and put it on the screen, then there is a film protecting the surface of the protector itself.
Also, the seller I bought from only included one screen protector in the package.
